Makarenko popup.description1 The aim of the project is the development of analytical tools and organizational and economic mechanisms for the post-war restoration of the sustainable development of territories based on the infrastructure and service methodology of the development of innovative communities as a basis for ensuring the well-being of local communities to avoid the social, ecological and economic problems of war and their approbation within the framework of pilot infrastructure and service projects. popup.description2 The research is aimed at forming a modern scientific paradigm for the development of territories and communities in the post-war period through the implementation of the concept of innovative communities as an integration mechanism for the restoration of the economy, social sphere and human potential. The focus is on a human-centric approach, according to which human capital (health, education, professional competencies, entrepreneurial activity and social cohesion) is a key resource and at the same time the goal of development. In the practical dimension of the research, a toolkit for designing the infrastructure and service environment of communities has been formed, which includes models for creating centers of innovative activity, digital platforms for interaction, service hubs for supporting entrepreneurship and mechanisms for attracting investments. Adaptive models of public-private partnership have been developed, integrated with civic finance instruments, which allow mobilizing additional resources for the reconstruction and development of territories. As part of the testing of the proposed approaches, a system of indicators was formed to assess the effectiveness of pilot infrastructure and service projects, the socio-economic and demographic effects of their implementation were modeled, and scenarios for the optimal combination of state, private and public investments were developed. The results obtained became the basis for preparing recommendations for state authorities and local governments on the formation of regional recovery policies, the development of public health and the reduction of psychological distress of the population. The study has high scientific and practical significance, as it offers an integrated recovery model that combines infrastructure modernization, human capital development, digital transformation and institutional evolution.
