Epistemological limitations of EUR research are identified, in particular, fragmentation and uneven spatial distribution of data that manifest themselves at different levels of the urban environment, including physical and digital infrastructure, governance structure and processes, economic processes, and everyday social practices. It is determined that conducting research in conditions of prolonged military threats is associated with significant ethical problems and data preservation issues. It is argued that interpreting the results of EUR research requires taking into account the complexity of its structure and dynamics. Due to the fragmentation of data, uneven spatial distribution, and asynchrony of information emergence, the interpretation process actually turns into compiling a holistic picture from incomplete and sometimes contradictory fragments. In such conditions, conclusions cannot be based on assumptions about the representativeness or internal consistency of the data. The results of the study conducted using the method of semi-structured interviews using a developed questionnaire allowed us to summarize the practical experience of Ukrainian communities described by respondents regarding local self-organization, support for vulnerable groups, integration of internally displaced persons, and development of resilience in conditions of prolonged military threats. It should be recognized that given the complexity of the conditions for collecting information and the uneven visibility of practices in different communities, the results of the questionnaire survey should be considered as a partial reflection of broader processes of emergent resilience.
