Five key principles of crisis management were formulated: preventiveness, systemic approach, participatory engagement, adaptability, and sustainability. A three-phase crisis management model with an ecological component was proposed, covering preventive measures, crisis response, and recovery. Crisis management tools were systematized by organizational, financial-economic, informational, and technological characteristics. Community energy independence was defined, and the transition to renewable energy sources with system decentralization was justified. A comprehensive approach combining economic models, social-organizational mechanisms, and security components was applied. Bibliometric analysis identified leading research directions, while content analysis, classification, and the Cobb-Douglas-based methodology allowed assessment of resource potential and optimization of resource allocation. The proposed measures enhance community resilience, management of finances, human capital, and critical infrastructure, promote a green economy, energy security, and sustainable regional development. Analysis of the Kyiv region local communities (2018-2024) showed positive trends in renewable energy adoption, reduction of pollutant emissions, and growth of condominium associations, while uneven funding highlighted the need for long-term support mechanisms. European experience was used to develop a framework for optimizing the operation of communal enterprises to strengthen stability and efficiency under crisis conditions.
