It was found that under the current conditions of war, climate change, and the digital transformation of rural areas, the creativity of agricultural workers and managers is a key resource for ensuring resilience and competitiveness in the agro-industrial sphere. The study refined the conceptual framework, identified the main components of creative potential, and conducted a survey of agricultural stakeholders across several Ukrainian regions. Key regional barriers to innovation were identified. A model of creative potential development was proposed, which includes personnel, institutional, and territorial levels. Practical recommendations were developed to support creativity among agricultural professionals through training, digitalization, project-based activities, and team cooperation. The obtained results have practical value for public administration bodies, local communities, and educational institutions involved in training specialists for the agricultural sector.
