Applying systemic, comparative-legal, formal-legal and axiological methods, the research defines the theoretical and methodological foundations for the development of a doctrine of human rights protection, examines the substance and functional features of public administration under conditions of European integration, analyses the implementation of European human rights standards in administrative justice and executive authorities, and identifies key challenges in the adaptation of national legislation to EU law. The findings of the study demonstrate that the renewal of administrative law in Ukraine requires a shift in the paradigm of interaction between the state and the individual – from the primacy of authoritative powers to the primacy of human rights, the rule of law and a service-oriented model of public authority. The European vector of development presupposes the further humanisation of administrative legislation, the strengthening of mechanisms of administrative appeal, the enhancement of administrative justice, and the formation of a new legal culture grounded in human dignity, transparency, accountability and the effective protection of rights and freedoms.
