Environmental education, ecological culture, ecological consciousness, environmental problems are very closely interconnected, depend on each other, and ultimately affect the ecological, social and economic state of the country, the living conditions of the population, human development and human capital, and during the war they become part of national security and become an integral part of the social life of Ukrainians. The human development index (HDI) for Ukraine for 1990–2023 and the human capital index for Ukraine for 2010–2020 have been established and a comparison has been made with two European countries (Germany and Poland) and the USA. To return human capital to its homeland, a state policy should be developed that provides for the reconstruction of housing and civil infrastructure based on the implementation of the "smart city" concept, programs to stimulate business development, and measures for psychological rehabilitation and family reunification.
