The report presents scientific and analytical findings on the spatial configuration of regional distribution logistics centers, which form the core of the logistics infrastructure of Southern Ukraine, taking into account the transport potential of the region. Scenario-based modeling of cargo flows was performed to identify possible reorientation routes under wartime conditions. The application of a gravity model made it possible to determine the most suitable locations for the placement of regional distribution logistics centers. The key directions for the development of the logistics infrastructure of Southern Ukraine are substantiated. The report includes analytical results of studies on hazardous geodynamic exogenous processes in areas where regional distribution logistics centers are currently located or planned. A mathematical model was developed to calculate and forecast military and economic risks associated with the operation of shipping routes and critical infrastructure facilities in Southern Ukraine. A systems approach was applied to the selection of optimization criteria for technical systems within natural–technogenic hydroecosystems in order to ensure a high level of environmental safety. The use of differential equations enabled the description of interactions between two opposing systems: the transport and logistics infrastructure as a system of recovery and development, and a disruptive system that reduces its efficiency. It is proposed to define acceptable thresholds of system disruptions in relation to the revenue growth rates of the transport and logistics system.
