This research project examined the possibilities and conditions for Ukrainian territorial communities to utilize all forms of cooperation as a tool to enhance public administration effectiveness, ensure sustainable development, and support post-war recovery. It was demonstrated that inter-municipal, public-private, cross-border, and interregional cooperation, along with interaction with international institutions, enables the consolidation of resources and managerial capacities of communities. The effectiveness of such cooperation depends on legal support, managerial competencies, digitalization, and trust among participating parties. Object of research: interaction and cooperation processes among territorial communities within the public administration system for regional and local development. Subject of research: organizational, legal, institutional, financial-economic, and managerial conditions for the use of all forms of cooperation by territorial communities to ensure sustainable development and territorial recovery. The research tasks included analyzing the theoretical and methodological foundations of community cooperation, generalizing national and European experience, studying the legal framework and directions for harmonization with EU standards, identifying institutional and personnel conditions for effective implementation, substantiating opportunities to attract investment and donor resources, and formulating practical recommendations to promote community cooperation in post-war recovery. Research methods: desk-based expert studies, stakeholder engagement, hackathons, brainstorming sessions, seminars, conferences, competitions, and sociological surveys.
