Based on the results of this analysis, the said infrastructure is proposed to be considered as a multi-level hierarchical cyber-physical system. Recommendations have been formulated stating that the resilience of emerging critical infrastructure should be addressed already at the early stages of the development lifecycle of the relevant software-and-algorithmic support. A strategy for handling the risks affecting the State’s critical energy infrastructure has been developed. The strategy provides for taking into account both physical and cyber threats caused by the unprovoked full-scale invasion. The strategy is proposed to be implemented in accordance with the provisions of the concept of a structurally variable electric power system, as well as with the principles of the multi-dimensional verification concept. A conceptual model of the critical energy infrastructure has been developed and implemented in line with the principles of the above strategy. The developed model is intended to serve as a prototype on the basis of which the architectural component of the developed/studied mission-critical computer system is formed.
