The core scientific contribution shifts the evaluation of social policy from measuring final outcomes to a proactive assessment of institutional sensitivity and solidarity. The key achievement is the development of methodological approaches for evaluating societal solidarity and the creation of the Institutional Sensitivity Index for Quality of Life (ISIQL). ISIQL is a unique instrument designed to assess the procedural quality and adaptability of social institutions, which is crucial for effective support of veterans and internally displaced persons (IDPs). The architecture of a Solidarity Welfare State is substantiated, synthesizing horizontal social capital and vertical institutional capacity. Empirical findings quantitatively confirm the hypothesis that institutional sensitivity is a direct driver of economic growth (via increased labor productivity). Criteria for the effective integration of international financial aid (based on the experience of the Baltic States) were established to strengthen national fiscal institutions. The developed strategic recommendations concerning pension system reform, conditions for introducing a Guaranteed Minimum Income, and the development of five dimensions of institutional resilience hold high practical value for the Government and Parliament during post-war reconstruction and EU integration.
