It was established that Ukraine's social resilience is based on four key pillars: institutional responsiveness, solidarity, fiscal quality, and social quality of work. The main result is the generalization of a system of imperatives for strengthening resilience based on the principles of complementarity between state and market institutions, which is key to minimizing social and fiscal risks. The investment approach to social spending was empirically confirmed, proving that increasing institutional responsiveness is a direct factor in economic growth through increased labour productivity. Strategic recommendations for state policy were developed, focusing on transforming passive social protection into active employment policies and creating targeted programs for the reintegration of veterans and IDPs. The necessity of developing the five dimensions of institutional resilience and introducing tools for monitoring social stability was substantiated to ensure transparency and effective use of international aid and budget resources.
