Classification features are proposed, and a classification of cyber-physical systems and the risks associated with their functioning is carried out. A definition of the term “cyber-physical systems” is proposed, and the feasibility of its implementation into the national regulatory framework is substantiated. Hardware and software for a cyber-physical system for monitoring the main soil parameters have been proposed and implemented (including the development of a mobile application). Research on the metrological characteristics of the soil-monitoring CPS has been conducted. A methodology for the verification of the soil-monitoring CPS is proposed, and studies of the uncertainties of measurement results for key soil parameters—temperature, moisture, conductivity (density), and nitrogen, phosphorus, and potassium content—have been carried out. An assessment of the risks associated with CPS functioning has been performed. Recommendations for corrective actions have been developed, the application of which will make it possible to minimize these risks. A predictive model of soil condition changes has been developed using neural networks and cloud technologies. This model enables forecasting of the main stages of agricultural production, demonstrated using the example of wheat cultivation and its potential yield, which depends on climatic resources, soil properties, fertilizers, plant protection measures, and other factors.
