Scientific novelty of the conducted research: conceptual provisions for the consolidation of Ukraine's resources and increasing the efficiency of their use in the context of post-war recovery have been developed, in which the following strategic areas of consolidation are defined: neo-industrialization, attracting investments, infrastructure revival, development of labor resources, improvement of the institutional base, innovative development, capitalization of natural resources in the context of a circular economy, modernization of the resource accounting system; Methodological support for assessing losses and damages from military operations on the territory of Ukraine (reduction in GDP; shutdown of strategic enterprises and infrastructure; reduction in the investment attractiveness of the country's regions; reduction in exports and foreign exchange earnings due to loss of capacity) and social consequences (deterioration in the quality of life, intensification of migration processes, increased regional imbalances, etc.) has been developed to identify the potential for consolidating the country's resources in the context of strengthening defense capabilities, increasing added value and developing the domestic market; the institutional principles of the policy for consolidating resources and increasing the efficiency of their use have been improved by developing a draft Strategy for Consolidating Resources and Increasing the Efficiency of Their Use to Implement the Priorities of Ukraine's Post-War Development, which includes the tasks: attracting investments; consolidating human resources; developing high-tech sectors of the processing industry.
