Particular attention is paid to institutional and security-related modernization, taking into account foreign policy factors and the need to enhance the state’s capacity to respond to complex challenges. Special emphasis is placed on the analysis of digital transformation in public governance, the development of electronic services, and the enhancement of openness and transparency in the activities of public authorities. The study also addresses issues of communication modernization, improvement of interaction between public authorities and civil society, and the strengthening of trust in public institutions. Within the framework of territorial development research, the mechanisms for increasing the financial capacity of territorial communities, instruments for the sustainable development of de-occupied territories, and the specifics of planning their post-war recovery are examined. The role of local self-government bodies and the potential of public-private partnerships in reconstruction processes are analyzed, along with directions for the modernization of human capital in the public service and the development of Ukraine’s tourism sector in the context of European integration. The scientific novelty of the research lies in refining the structural and functional characteristics of public governance modernization under conditions of European integration and in substantiating a comprehensive approach to integrating institutional, digital, security-related, and social transformations.
