The research encompasses the theoretical and methodological foundations as well as the practical approaches to calculating labor, material, and technical resources that ensure the full cultivation of botanical taxa across different soil and climatic zones. Special attention is given to assessing the need for financial support for the expert activities of the Institute’s branches, which, due to objective circumstances, demonstrate different scientific and production capacity and unequal levels of equipment, making it impossible to apply a unified template without dedicated justification. As a result of the work, a scientific basis for cost norming by research stages, determination of the labor intensity of test cultivation, and calculation of the value of variety studies has been developed. The field of application covers scientific and technical information, the information system and database of the Ukrainian Institute for Plant Variety Examination, processes of preparing and analyzing applications, organization of field and laboratory trials, and support for expert and managerial practice. The implementation of the proposed technological charts and protocols will improve the quality of national examination, enable the enhancement of financial policy and approaches to evaluating the effect from introducing know-how, contribute to the formation of legislative initiatives, and increase motivation for breeding activity in Ukraine. The proposed approaches will have advantages over alternative methods due to transparency, zonal adaptability, and scalability in the branches, state administration bodies, and in the practice of applicants, breeders, experts, economists, and accountants, creating preconditions for sustainable innovative development of the sector.
