The method is based on the coordinated determination of the installed capacity of wind power plants (WPP) and solar power plants (SPP), the installed capacity of a backup power plant (BPP), as well as the rated power and energy capacity of the ESS to ensure electricity supply to local consumers. A mathematical model for the localization of environmental meteorological parameters based on a grid of satellite data has been developed using the Group Method of Data Handling (GMDH). For the first time in spatial–temporal analysis problems, a hybrid deep learning algorithm has been proposed that combines 3D convolutional neural networks for processing temporal stacks of satellite images with LSTM-type recurrent neural networks for modeling economic, meteorological, and environmental time series. A comprehensive approach has been developed for generating an integrated land suitability map for the placement of solar power plants based on multifactor analysis of climatic, geographic, and topographic parameters using long-term satellite data. The approach is based on normalization procedures, factor weighting, and spatial aggregation. A software and information system, GreenPowerAtlas, has been developed for the automated collection and processing of satellite-based meteorological data (wind speed, solar irradiance, cloud cover, precipitation, temperature, etc.) using baseline datasets from NASA POWER and an adaptive user interface. The application of the system enables rapid spatial–temporal assessment of wind and solar power generation potential for the design of distributed generation systems and for improving power system resilience under critical load conditions.
