The aim of the study is to conceptualize the institutional conditions for the effective use of resources provided by international financial institutions (IFIs) to stimulate Ukraine's industrial development amid economic transformation, post-crisis recovery, and global integration. The research focuses on the regulatory and managerial mechanisms of state interaction with IFIs, as well as the relevant instruments and infrastructural support.

The paper substantiates the thesis that the limited structural impact of international financial support on Ukraine’s industrial sector is driven not by a shortage of financing per se, but by institutional incapacity to transform IFI resources into a systemic driver of industrial transformation within industrial policy, as well as by the absence of a long-term portfolio-based logic. The international (primarily European) experience of the institutional organization of cooperation with IFIs in industrial policy is synthesized, and adaptive elements of coordination, accountability, and performance control models relevant for Ukraine’s recovery context are identified. Analytical approaches are developed to improve regulatory mechanisms for the use of IFI resources through Ukraine’s financial sector, including the alignment of IFI instruments-such as targeted credit lines, guarantee mechanisms, blending instruments, project-based and program-based financing, and technical assistance-with Ukraine’s industrial development priorities, as well as the enhancement of manageability, transparency, and effectiveness in resource utilization. The institutional approach to analyzing the role of IFIs in Ukraine’s industrial development is further advanced, alongside a conceptual justification for treating IFI resources not as external aid but as an internal structural resource for industrial development, the effectiveness of which is determined by the quality of the institutional architecture (coordination, regulatory coherence, accountability, and performance monitoring).
