Beketov national university of urban economy in Kharkiv popup.description1 The aim of the project is to develop a methodology for monitoring and controlling the implementation of project and program portfolios for project offices in the context of Ukraine's reconstruction, which will ensure transparency, adaptability to stakeholder requirements, and compliance of portfolios and programs with strategic goals of sustainable development. popup.description2 Within the research project “Methodology for Ensuring Monitoring and Control Processes of Project and Program Portfolios for Project Management Offices under the Conditions of Ukraine’s Recovery”, the reporting stage produced results aimed at improving portfolio and program management under conditions of high uncertainty and limited resources. Modern concepts of monitoring and control were analyzed with consideration of value-oriented management and stakeholder interests. Methodological foundations for supporting monitoring and control processes in project management offices were developed, integrating classical management tools with digital technologies. Conceptual and mathematical models for assessing the implementation status of project and program portfolios were proposed, enabling greater transparency of managerial decisions and timely identification of deviations. The applicability of artificial intelligence and blockchain technologies for automating data collection, verification, and analysis was substantiated. The obtained results were tested on applied cases related to recovery projects and can be used in the activities of project management offices in public administration bodies, critical infrastructure enterprises, and IT companies, as well as in the education and training of specialists in project and program management.
