An implementation plan was prepared with performance, safety and resilience KPIs. Datasets were collected for zones with heterogeneous infrastructure conditions, including network/zone descriptors (distances, route topology), node capacities, flow intensities, speeds and service frequencies, plus metadata on damages, bottlenecks and risks. Data were pre-processed (missingness checks, duplicate/anomaly detection, cleaning, normalization). For prediction and classification of key variables, tree-based ensemble ML models were configured (Random Forest, Gradient Boosting). Models were trained and validated with cross-validation and hold-out testing; performance was assessed with task-appropriate metrics (forecast errors and classification measures). Sensitivity analysis quantified robustness to variations in inputs and operating conditions. The calibrated models supported scenario simulations: “baseline operation”, “high demand”, “restricted/damaged infrastructure”, “martial-law conditions”, and “post-war recovery”. For each scenario, indicators were evaluated: node throughput, travel time, costs, safety, resource use, adaptability and resilience. The integrated analysis identified critical nodes and priority areas for reconstruction or redundancy, and produced recommendations on routing, zonal resource allocation, contingency routes and service pricing. Methods, data structures, scenarios and verification procedures were documented to ensure transparency and reproducibility; materials were prepared for IP protection and scientific publications.
