The project aims to stimulate sustainable development, ensure efficient utilization of international resources, and secure long-term economic resilience for the country popup.description2 A retrospective profile of Ukraine’s green economic growth for 2008–2024 was constructed using the Malmquist–Luenberger Index combined with the entropy method to determine the weighting significance of its components, which reflect both desirable and undesirable outcomes of the economic system. This enabled an assessment of the dynamics of green development over time and the identification of structural zones of transformation slowdown caused by imbalances in economic, institutional, and resource–environmental factors. A scientific and methodological approach to clustering the national economies of EU countries and Ukraine by their level of green economic growth was developed, based on the integration of β- and σ-convergence methods and machine-learning algorithms. This approach ensures the typologization of economies according to parameters of ecological–economic efficiency and institutional capacity and allows determining Ukraine’s position among European countries to support the prioritization of measures aimed at reducing structural gaps in green economic growth. The methodological approach to assessing catalysts and inhibitors of green economic growth was enhanced by employing spatial–temporal analytical tools of panel econometric models (PCSE, FGLS, SDM, Sys-GMM), enabling quantitative estimation of the strength and direction of their short- and long-term impacts on Ukraine’s green growth parameters. The scientific and methodological approach to foresight modelling of green economic growth scenarios has been enhanced by incorporating impulse response functions (IRF) and forecast error variance decomposition (FEVD) within panel vector autoregression (PVAR) models.
