The study is devoted to the analysis of international legal foundations for combating human trafficking and the peculiarities of their implementation into the national legislation of Ukraine. The research examines key international instruments adopted by the United Nations, the Council of Europe, the International Labour Organization, and the European Union, which together form the modern system of legal standards in this field. Special attention is given to the analysis of the EU acquis, including Directive 2011/36/EU, Council Framework Decision 2002/629/JHA, Directive 2004/81/EC, and the EU Strategy on Combatting Human Trafficking for 2021–2025. The study provides a comparative analysis of the above instruments and the Ukrainian legal framework, identifies the level of harmonization, and highlights gaps in the partial or insufficient implementation of certain provisions. It explores the criminal law qualification of human trafficking under Article 149 of the Criminal Code of Ukraine, reviews judicial practice, and outlines tendencies in sentencing. A separate section focuses on the socio-economic, political, and cultural factors contributing to the spread of human trafficking and offers recommendations for their prevention and mitigation. The research findings have practical significance for improving Ukrainian legislation, strengthening mechanisms for protecting victims’ rights, enhancing the efficiency of law enforcement institutions, and aligning the national legal system with the standards of the European Union.
