The dependences of the formation of the dynamics of moisture supply of the main field crops on the hydrothermal indicators of the growing season and their accuracy are assessed. Correlation analysis of meteorological factors of soil moisture reserves formation indicates the most significant influence of the starting values ​​on its value in subsequent periods. In the soil layer 0-20 cm, the correlation coefficients ranged from 0.45 to 0.84. The level of correlation dependencies increases significantly with increasing depth of the calculated soil layer. An improved algorithm for the systematic assessment of the formation and directions of regulation of moisture supply of field crops is presented. The algorithm includes methods for monitoring the state of water supply, its development, modeling and forecasting the response of plants to the level of water supply, assessing the economic efficiency of water regulation, and a block of the adaptive capacity of agricultural production to climate change through water regulation.
