The study is based on theoretical analysis and systematization of national and international legal acts, a comparative review of EU, ILO, and UN approaches, and an analysis of domestic experience in developing an inclusive working environment. The R&D was conducted under the Thematic Plan of publicly funded research of the State Institution “NRISOSH,” approved by the Order of the State Labour Service of Ukraine dated 02 January 2025 No. 2-25a. The research focuses on developing scientifically grounded proposals to shift from adapting individual workplaces to the comprehensive adaptation of working zones, based on the principles of barrier-free design, universal design, and reasonable accommodation, particularly in wartime and post-war conditions. The results include identification of key regulatory gaps, systematization of international standards and best practices, justification of innovative adaptation models, and development of draft recommendations for employers. The scientific novelty lies in a comprehensive, integrated approach to adapting working zones. Implementation of the results will support employment of persons with disabilities, reduce occupational risks, and promote an inclusive labour market in Ukraine.
