Effective implementation of public policy in the STI sphere is based on systematic monitoring and evaluation of performance, as well as on appropriate information and analytical support for managerial decision-making. Using general scientific methods, expert surveys, a systems approach, bibliometric and scientometric analysis, the study conducted monitoring and research on the financial support of scientific and scientific and technological activities, the results of research and development, and the state of creation and implementation of scientific and technological products in 2023. The analysis also covered the implementation of the Ministry of Education and Science of Ukraine’s state order for scientific research and scientific and technological (experimental) developments, as well as other areas of budgetary funding for the STI sphere. A significant outcome of the study was the monitoring of the implementation of state-defined priority areas for the development of science and technology, priority thematic areas of research and development, and innovation activities at the national and sectoral levels. Particular attention was paid to the analysis of the implementation of critical technologies in the field of weapons and military equipment production based on data from the main budget spending units. Based on the results of the study, information and analytical materials were prepared on global trends in the development of science and innovation, Ukraine’s positions in international rankings and databases, and an analysis of international experience in assessing STI and its impact on the country’s socio-economic development was conducted.
