The institutional capacity for implementing security mechanisms at the level of amalgamated territorial communities is substantiated, in particular through the formation of local security ecosystems, the expansion of community functions in the field of civil protection, and the introduction of strategic planning based on a risk-oriented approach. A concept for strengthening the civil security of “development poles” is proposed, which предусматриває the legal consolidation of their special status, the integration of security standards into urban planning regulations, the development of public–private partnerships in the field of civil protection, the formation of local reserves of critical resources, and the use of digital and AI-based solutions for threat monitoring and public alert systems. Key channels for integrating domestic regional poles into pan-European axes of development are identified, including participation in EU programs, inclusion in transport and energy networks, the development of cross-border clusters, municipal and legal cooperation mechanisms, and the harmonization of regional development strategies with the European Green Deal. Global experience in the transformation of civil protection systems is summarized, demonstrating a shift toward models of integrated risk management and national resilience, decentralization of governance, digitalization of early warning systems, and ensuring the resilience of critical infrastructure. Based on the author’s methodology, a geopolitical, institutional, and economic analysis of regional security is conducted, including an assessment of defense and civil potential, economic resilience, and dependence on critical imports.
