On the basis of systematicity, interdisciplinarity, and complexity, the theoretical and methodological foundations of the study of factors and manifestations of instability, their impact on the functioning of economic systems are determined; modern features of managing economic systems in new conditions are characterized; mechanisms for making managerial decisions at the micro-, meso- and macro-levels of the functioning of the economy are specified. Special emphasis is placed on the development of effective innovative mechanisms of public administration, the formation of regional ecosystems, and strategies for adapting organizations to conditions of uncertainty. Key vectors of regional transformations and microsystems optimization, including social enterprises and non-governmental organizations in VUCA and BANI environments, are outlined.
