Structural explicit and latent cause-and-effect relationships between educational and scientific regulatory interventions and key socio-economic determinants will be identified. A methodology for considering behavioral reactions in the interaction between the "regulator (reform initiator) - subjects of educational and scientific activity" will be developed. This includes assessing the readiness of key stakeholders for regulatory interventions, considering the predicted effectiveness of educational and scientific reforms, and addressing additional risks due to war when specifying the concepts of "stability plateau" and "death valley." The study will also focus on the structural-hierarchical diffusion of the consequences of reforms from the global level to the local level, as well as monitoring the socio-economic consequences of implementing these reforms based on the roadmap. The methodological basis of the research will be newly developed comprehensive approaches that integrate case methodology, scenario analysis, correlation-regression analysis, FCM analysis, models of "black," "gray," and "white" boxes, IDEF0, IDEF3, QC-QA, AGILE, SCRUM, DIKW+DM TRL, IRL, IPR, etc popup.description2 During the implementation of the research project, the following scientific results were obtained: 1. Models for describing the socio-economic legacies of the main reforms in the sphere of higher education in Ukraine. The methodology for formalizing the main problem areas in the promotion of educational and scientific reforms in the light of advanced reforms in Ukraine identified the main risks of their implementation, preconditioned by war. 2. Model of the modification of key indicators of the effectiveness of reforms in higher education and science. 3. The results of forecasting the socio-economic legacies of the main reforms in the field of science and higher education in Ukraine (with direct directions) for post-war renewal. Data from a regular analysis of economic and mathematical models that assess the influx of reforms in the sphere of higher education and science on the most significant determinants of socio-economic development. 4. The specification of the concepts of “plateau of stability” and “valley of death” for describing the predicted legacy of reforms in general education and science is important in relation to their transferred effectiveness in the minds of the military camp. 5.
