The subject encompasses the civil-legal and canonical mechanisms of unification based on the Tomos of Autocephaly. The goal of the work is to develop a model for Orthodox consolidation to establish national harmony and neutralize destructive foreign influence. Methodology The study utilizes systemic-structural analysis of the religious field, a canonical-legal approach, and a comparative analysis of church independence processes in Latvia, Estonia, and North Macedonia. Scientific Novelty: For the first time, the state's role as a guarantor protecting the constitutional order from the instrumentalization of religious institutions has been substantiated. Ties between religious structures and the aggressor state are qualified as a method of mimicry intended to pass as a national church. The study justifies the state's right to restrict religious organizations that pose a threat to the democratic order. Models for Restoring Unity: Individual Integration: Direct affiliation of communities with the OCU while guaranteeing the preservation of their liturgical traditions and language. Temporary Exarchate: A transitional status under the omophorion of the Ecumenical Patriarchate for the gradual adaptation of communities severing ties with Moscow. New Unification Council: A strategic stage of unification moderated by the state and Constantinople, involving healthy forces within the episcopate. Practical Significance and Implementation The results facilitate the implementation of Law № 3894-IX ("de-Muscovitization") and have been integrated into Master’s level educational programs.
