Approaches to assessing the accessibility and adaptability of recreational services have been developed, taking into account physical, informational, digital, and communication barriers. The feasibility of using digital technologies and inclusive media solutions to personalize recreational services, expand user access to information resources and ensure the transparency of management processes has been substantiated. An organizational and economic scheme for supporting the development of inclusive recreation based on social entrepreneurship and partnership models of interaction between government, business and the public has been developed, which contributes to attracting investment and increasing the social responsibility of economic entities. Approaches to the formation of an adaptive recreational environment have been proposed, considering the psychological, cultural, age and social characteristics of users, as well as mechanisms for involving the community in the planning and implementation of recreational projects. An integrated model for the development of inclusive recreational systems at the local and regional levels is substantiated, combining social, economic, spatial and digital components of management. The results obtained contribute to the formation of a balanced strategy for the development of the recreational sphere, increasing its accessibility, competitiveness and social significance in the context of Ukraine's sustainable development.
