The subject of the study is the directions for improving the economic and legal framework for demining the territories of Ukraine as a component of state policy in the field of national security under conditions of war and post-war recovery. The study argues that the processes of demining and spatial development of territories are insufficiently integrated. Shortcomings in the implementation of comprehensive territorial recovery programs for affected regions in the context of demining are identified. The specific features of demining agricultural land are identified using the examples of Kyiv and Kharkiv regions. The features of demining the territories of Ukraine as a driver of their comprehensive recovery are specified using the example of territorial communities in Sumy region. Proposals for a reasonable reduction of the state’s dependence on international donors in demining activities are substantiated. The study proposes to prioritize innovative financing approaches that combine demining with the achievement of sustainable development goals. Proposals and recommendations for public authorities regarding innovative approaches to financing and the introduction of technological innovations in the field of demining are substantiated. It is argued that the system of public administration in the field of mine action exists simultaneously in two dimensions, namely formal and real. The main shortcomings in the organization and functioning of the National Mine Action Authority that determine its insufficient institutional capacity are identified. Proposals for determining the optimal organizational and legal form of the National Mine Action Authority are developed.
