The subject of the research is models and methods for optimal data placement in billing OLTP systems in a cloud environment and effective use of resources of distributed information and management systems. The goal of the research work is to increase the efficiency of data placement and the efficiency of resource use of distributed information and management systems. Research methods – combinatorial, sequential narrowing of the set of solutions, sequential improvement of solutions, architectural and technological methods, as well as methods of probability theory and mathematical statistics. The scientific novelty of the work lies in the improvement and development of methods for optimal data placement in billing OLTP systems and efficient use of resources of distributed information and management systems, including: 1) a model of optimal data placement in billing OLTP systems based on a ranking approach to solving integer linear programming problems with Boolean variables; 2) a method for cutting off unpromising solution options in integer linear programming problems with Boolean variables; 3) a method for optimal data placement in billing OLTP systems based on a ranking approach; 4) a method for forming guaranteed forecasts for solving integer linear programming problems with Boolean variables; 5) a method of deploying software systems using caching of dependencies between assemblies and scaling the assembly environment depending on the resources used by distributed information management systems.
