The study taken into account current macroeconomic challenges, financial market transformations, and changes in the institutional environment. The conceptual basis of the R&D was the results summarized in collective monographs, which reveal the evolution of debt policy, mechanisms for the formation and management of public debt, and the impact of debt instruments on budgetary balance, financial stability, and the socio-economic development of the country. During the implementation of the research project, the theoretical and methodological foundations of public borrowing were studied, the interaction of debt, monetary, and tax policies was analyzed, and the key risks of debt financing and ways to minimize them were identified. Considerable attention was paid to the functioning of financial markets as an environment for attracting state resources, the role of the banking sector, in particular state-owned banks, in placing domestic loans and transmitting debt policy. The trends in the development of domestic and external borrowing were diagnosed, and the structure of the debt portfolio and the effectiveness of institutional mechanisms for managing it were assessed. The methodological tools of the research are based on a combination of systemic-structural, systemic-functional, and institutional approaches with the use of economic-statistical, analytical, and forecasting ethods. This made it possible to substantiate the conceptual directions for optimizing government borrowing. Practical recommendations have been formulated for improving debt policy and enhancing financial security. The results obtained are of practical importance for state financial management and regulation bodies. The results are used in the educational process during the training of specialists in the field of public finance, financial markets, and government credit.
