The novelty of the work lies in the adaptation of program measures to modern security, socio-economic and infrastructure conditions, as well as in the comprehensive coordination of the goals and objectives of the Program with current strategic documents of the state and local levels. The work identifies the main areas of modernization and restoration of housing and communal infrastructure, forms a system of measures, performance indicators, resource provision and deadlines for the Program. The use of its results will contribute to increasing the efficiency of housing and communal management, improving the quality of housing and communal services, reducing the accident rate of engineering networks and rational use of resources. The socio-economic effectiveness of the work lies in improving the quality of life of city residents, improving the condition of urban infrastructure, increasing the sustainability of life support systems and creating prerequisites for the sustainable development of the capital. The conclusions summarize the results of the analysis of the state of the housing and communal services of the city of Kyiv, identify key problems of the functioning and development of the industry, and justify the directions and measures for updating the city target program, the implementation of which is aimed at increasing the reliability of engineering infrastructure, the quality of housing and communal services, and the level of improvement of urban areas.
