The results are of critical importance for local authorities in making effective decisions regarding post-war planning and resource management. The project aims to conduct a comprehensive study on the development of smart city infrastructure, considering wartime challenges and post-war recovery prospects, to develop scientifically grounded recommendations for: • Legal support for the digital transformation of territorial communities; • Environmental improvement; • Countering disinformation; • Enhancing the energy efficiency of urban buildings, drawing on best practices from EU member states. Key research objectives: Examining how digital platforms and services can foster the openness and accessibility of cultural heritage within the smart city concept. Developing a base platform to monitor the condition of urban green zones and water bodies. Utilizing AI to analyze data on object conditions, forecast risks, and devise strategies for preserving cultural monuments. Preparing recommendations for sustainable urban development based on modern smart infrastructure, accounting for war consequences and recovery needs. Exploring AI capabilities for detecting and neutralizing disinformation, fake news, and hate speech through process automation in smart cities. Studying international practices regarding the legal regulation of AI application in smart cities. Scientific Hypothesis: The implementation of the developed tools and methodologies will significantly (at a quantifiably measurable level) improve the timeliness and quality of management decisions, exerting a direct positive impact on the environmental sustainability and economic efficiency of cities during the post-war recovery period.
