A comprehensive approach that integrates hardware and software solutions with formalized models, methods, and algorithms is proposed to ensure reliability, survivability, and functional safety. Hardware and software components of mobile intelligent systems are developed and verified to support controlled reconfiguration and multi-level degradation. This ensures system operability and decision-making support in distributed cyber-physical environments under resource constraints and external impacts. The proposed approaches enable the formal analysis and selection of operational strategies, taking into account environmental dynamics and potential failures. It is shown that the transition from static to adaptive operational and control strategies significantly increases system resilience to degradation, uncertainty, and changing operating conditions. The practical relevance of the obtained results for defense and security applications, critical infrastructure protection, and the stable functioning of economically and socially important systems is substantiated. A scientific and methodological foundation for the further development and deployment of adaptive mobile intelligent systems in high-risk and crisis-prone environments is established.
