The study summarizes the regulatory framework governing conflicts of interest, examines relevant provisions of anti-corruption legislation and methodological guidelines issued by the National Agency on Corruption Prevention (NACP), and systematizes judicial practice from 2021 to 2025. During the reporting stage, practical recommendations were formulated for authorized officers of the National Police, local self-government bodies and other public-sector institutions. These recommendations address proper documentation of conflict-of-interest indicators, determination of discretionary powers, and the elimination of common mistakes when drafting administrative offense protocols. The proposed conclusions and methodological approaches aim to unify law-enforcement practice, enhance the effectiveness of anti-corruption measures, and strengthen integrity within public administration.
