It has been established that digital transformation is a global process of civilizational transition to a new state of economic, social and political systems of society, common for all countries. It is determined that digital transformation is one of the main directions applied in the EU in terms of future economic and cultural development. Public administration bodies and decision-makers focus their efforts on developing digital development strategies. It has been found that the EU has useful experience in digitalization in the context of meeting the specific needs of the population and strengthening the resilience of digital communication chains G2G, G2B, G2C. . Modern problems and ways to improve digital education of the population and public servants, the development of digital competencies, the peculiarities of overcoming the digital divide that still exists on the territory of Ukraine are studied. A set of conceptual provisions and recommendations to public administration bodies for their practical implementation has been formed, the application of which will allow the transition of the management system to digital technologies, in particular, proposals have been submitted to the regional informatization program "Digital Dnipropetrovsk Region".
