INTERNATIONAL HUMANITARIAN LAW, ARMED CONFLICT, PRINCIPLES OF INTERNATIONAL HUMANITARIAN LAW, GENEVA CONVENTIONS, HAGUE CONVENTIONS, NATIONAL GUARD OF UKRAINE Object of the study – principles and norms of international humanitarian law during armed conflict. The aim of the work is to examine the normative content and theoretical and methodological approaches to the application of the principles and norms of international humanitarian law during armed conflicts by the security and defence forces, in particular, units of the National Guard of Ukraine. National legislation and international legal acts have been analysed. The main problems identified are: insufficient integration of IHL norms into tactical planning, low efficiency of the training system, outdated provisions of the Instruction ‘On the Procedure for Implementing International Humanitarian Law Norms in the Armed Forces of Ukraine’, and lack of regulatory control over the use of new technologies. The audit results revealed a high level of self-assessment of knowledge, but low motivation to study IHL and a preference for traditional forms of training. Based on an analysis of combat operations in 2022-2025, 10 main forms of application of IHL norms by NGU units were identified. Recommendations have been formulated regarding: updating MOE Instruction No. 164; transitioning to digital learning and monitoring platforms; introducing an IHL module for mobilised personnel; harmonisation with NATO documents; removing outdated provisions from existing regulations and creating new control and accountability mechanisms. The results of the work are of practical importance for the Ministry of Defence of Ukraine, the Ministry of Internal Affairs, the Main Directorate of the National Guard, educational institutions of the Ministry of Internal Affairs, and can also be used in the harmonisation of Ukrainian legislation with EU law.
