The goal is to develop public policy approaches for long-term restoration of solidarity potential and minimisation of challenges in the post-war period. Methods: analysis of documentary and scientific sources, statistics, expert assessments; quantitative, qualitative and content analysis of sociological data; institutional and comparative methodology for studying the strategies of the UN, ILO and OECD. Results – diagnosis of the functioning of socio-economic institutions made it possible to justify the renewal of the social contract. Overcoming systemic risks (demographic decline, resource shortages) is only possible through a transition from a paternalistic model to ‘shared governance’. Solidarity in recovery should be a key institutional resource that ensures the legitimacy of decisions and the effective distribution of benefits through partnerships between the state, business and citizens. Practical significance – tools have been developed to modernise public administration and harmonise legislation with the EU acquis. Recommendations on the transition to local service models enable communities to coordinate resources more effectively and provide support through cross-sectoral planning. International dimension – the results meet high standards and prove that social solidarity is a prerequisite for a ‘Just Transition’, ensuring unity in overcoming social deformations and implementing environmental standards of sustainable development. Tools – a “solidarity readiness index” has been proposed to monitor cohesion, along with model provisions on joint resource management, which create a basis for involving business and volunteer networks in social programs and increase the country’s investment attractiveness during the reconstruction process.
