Methods of scientific research: the methodology of research and development is based on the works of the classics of innovation economics, the basic provisions of which were continued in the concept of innovative provision of new creations and innovations on an entrepreneurial basis, which adheres to the statement that scientists create new knowledge (innovations) with innovative potential, and entrepreneurs transform them into innovations and ensure their transfer to the market. The novelty of the conducted research: the search for an effective model for the development of agricultural science is based on transformations in the academic, educational, and private research sectors of the agro-industrial complex, concerns the renewal of the existing system by modernizing the existing scientific and innovative structure of the NAAS, working out mechanisms for state and private financing, which will allow implementing strategic program objectives of innovative development. Developed: the created scientific and innovative system for realizing the potential of agricultural science in the form of competitive bioinnovations was analyzed: scientific approaches to the formation and assessment of the innovative potential of agricultural science; scientifically substantiated methods for realizing the potential of agricultural science on the basis of innovative bioeconomy; scientific support for the adaptation of agricultural science to the requirements of the bioeconomy; scientific and methodological proposals for the introduction of the necessary agro-industrial complex scientific innovations were formed.
