The purpose of the work is to determine ways to improve the mechanisms for calculating the average (indicative) cost of training students in art education institutions for each specialty separately. As part of the study, an analytical generalization of the main statistical and financial indicators of the activities of primary art education institutions of municipal ownership in the city of Kyiv in the 2025/2026 academic year was carried out. A differentiated analysis of the financial support of one student in primary art education institutions of municipal ownership was performed. Algorithmic processes for determining the approximate average (indicative) cost of the service for training students in the selected specialty of primary art education were developed and improved. A draft Methodology for determining the approximate average cost of the educational service for training students in the specialties of primary art education was prepared. Recommendations have been developed for executive authorities regarding further steps to implement the algorithm for determining the cost of training students in a chosen specialty in the budget planning process. The work on the topic was completed in accordance with the calendar plan. The results obtained were transferred to the Department of Culture of the executive body of the Kyiv City Council (Kyiv City State Administration) for use in the process of making management decisions. High-quality preparation of information on the indicative cost of an artistic educational service will ensure effective planning and rational use of city budget funds aimed at training students in a chosen specialty in municipal institutions of primary artistic education of the territorial community of the city of Kyiv.
