The purpose of the work is to improve the criteria-based approaches to providing financial support to theatrical cultural institutions at the expense of budget funds; to form an algorithm for distributing expenses taking into account the criteria-based assessment of the effectiveness of theaters. As part of the study, a comparative analysis of the main production indicators of the activities of 21 theatrical and entertainment cultural institutions of municipal ownership in the city of Kyiv for 2023–2025 was carried out, the system of criteria for evaluating the effectiveness of the functioning of theatrical institutions was improved, a draft Methodology for determining the volume of financial support to theatrical institutions at the expense of budget funds was prepared, and directions for improving the algorithmic procedures for calculating financial support for theaters were identified for further testing of the Methodology in the next budget period. The work on the topic was carried out in accordance with the calendar plan. The results obtained were transferred to the Department of Culture of the executive body of the Kyiv City Council (Kyiv City State Administration) for use in the process of making management decisions. Taking into account the results of the work will ensure a fair distribution of budget funds between theatrical and entertainment cultural institutions of the city of Kyiv.
