The object of the study was modern systems of government and the peculiarities of their functioning, and the subject was party systems, electoral mechanisms, coalition practices, subnational political regimes, and political communication as factors of institutional dynamics. The purpose of the study was to identify mechanisms of functioning of systems of government and the conditions for the formation of atypical institutional configurations under the influence of party-electoral and communicative factors. The methodological foundation included systemic and new institutional approaches, comparative and structural-functional analysis, subnational comparative method, and discourse analysis. The research substantiated that functioning of systems of government is determined not only by constitutional model but also by the structure of party system, electoral mechanisms, and coalition practices. It was established that party fragmentation, electoral engineering, and post-electoral coalitions can cause institutional shifts and formation of systems of government. It was proven that subnational political regimes act as an autonomous level of power influencing the nationwide balance of political institutions and democracy. The role of political communication, political marketing, and political management as instruments for governing political processes under crisis transformations and war was analyzed. The transformation of party-institutional interaction in Ukraine under martial law was identified, accompanied by concentration of powers and changes in inter-institutional relations. The results deepen understanding of institutional dynamics of modern political systems and may be used in research, education, and analysis of political regimes and systems of government.
