IF Kuras NAS of Ukraine popup.description1 The purpose of the study is to examine the changes taking place in the country's socio-political sphere in the institutional, political and psychological, moral and value, adaptive to the external political environment and ethno-political aspects. The applied purpose of the study is to identify crisis points in the development of the national socio-political sphere and to develop proposals on methods and tools for their neutralization. The relevance of the study is due to the difficult situation in the system of political governance and public administration in Ukraine caused by wartime circumstances, which, in turn, requires clarification of the dependence of the degree of governability of the country on the general nature and consequences of the war. Another point of relevance to the study is the need to develop means of overcoming the collective social trauma caused by the war, which, through the change in value priorities, affects the nature of relations between the political regime and the population and the overall state of national cohesion. popup.description2 This study is devoted to a comprehensive analysis of the transformations of the Ukrainian state in the context of full-scale war. The authors focus on the profound institutional changes taking place under the pressure of security challenges, as well as the search for a balance between the effectiveness of government and the preservation of democratic principles. It examines the problem of the concentration and dispersion of power during wartime through the prism of risks to democracy, the public administration system, in particular the issue of the professional capacity and competence of the domestic bureaucracy in crisis conditions, transformations in the field of justice and anti-corruption policy, combining qualitative and quantitative analysis of changes, the interaction between local military administrations and territorial communities as a key element of the vertical structure of state governance in wartime, and instruments for legitimizing power during wartime. An attempt has been made to combine theoretical approaches with an analysis of current practices, and it is a valuable resource for scholars, civil servants, analysts, and anyone researching the processes of state-building in Ukraine in wartime. The paper analyzes sociocultural transformations in Ukraine in the context of the current Russian-Ukrainian war. It examines the essential manifestations of worldview and existential shifts that have occurred at the level of individual and group consciousness regarding Ukrainian citizens' perceptions of their life goals and value priorities. It proposes concepts of the “Russian-Russian” threat to Ukraine's national values and the protection of national identity in the context of cognitive warfare. It identifies transformations in the ideological preferences of Ukrainian citizens, the specifics of their assimilation of “European” values, and the ethnopolitical aspects of sociocultural changes.
