A conceptual model of fiscal policy for counteracting wartime risks in the context of economic digitalization has been developed. The model forms a risk-oriented architecture of fiscal regulation aimed at minimizing wartime, economic, and social risks, strengthening fiscal discipline and tax compliance, enhancing the investment attractiveness of the economy, and improving the efficiency of public resource utilization. The practical significance of the research results lies in the possibility of applying the developed theoretical provisions and methodological recommendations by public authorities in the formulation of fiscal and budgetary policy, the improvement of public financial management mechanisms, and the development of strategic documents for the socio-economic development of Ukraine. The socio-economic effect of the research outcomes is associated with improving the efficiency of the public finance system, strengthening the macrofinancial stability of the state, creating financial preconditions for the recovery of war-affected territories, stimulating investment processes, and ensuring sustainable socio-economic development of Ukraine during both the wartime and post-war periods.
