MEDICAL AND SOCIAL EXAMINATION, DISABILITY, INTERNATIONAL CLASSIFICATION OF FUNCTIONING, DISABILITY AND HEALTH, REFORM Object of the study – the system of medical and social examination and the system of providing rehabilitation services to persons with disabilities. The aim of the study – scientific substantiation of a new model for the organization and management of the expert-rehabilitation service for defenders, female defenders, and affected persons (children and adults) through the development and implementation of a National (electronic) classifier and digitalization processes in the system of medical and social examination (MSE). A model for reforming the MSE system in Ukraine and a methodology for determining a person’s functioning, establishing disability, developing measures for the prevention of disability, rehabilitation of persons with disabilities, and the provision of state social benefits and support have been developed. An electronic module has been developed that allows the assessment of functional impairments in a patient based on the principles of objectivity, transparency, and clarity, which will for the first time characterize the disability assessment system in Ukraine. The developed system facilitates the simplification of document circulation within the Electronic Healthcare System (patient’s personal account), reduces the time required to obtain consultative conclusions, research results and patient treatment information, and shortens the time needed to prepare functional assessments. A unified system for collecting statistical information on disability and rehabilitation of persons with disabilities in Ukraine has been created, which makes it possible to align national statistical data with the standards of the World Health Organization.
