The purpose of the work is to select components for the synthesis of low-temperature eutectic solvents (LTS) with specified properties for technological needs: rapid detection of pollutants in water, pharmaceutical and biomedical applications. The selection of hydrogen bond donors and acceptors is provided to ensure biocompatibility, antimicrobial and catalytic activity, effective sorption and interaction with pollutants, using natural non-toxic components (amino acids, polyols, biopolymers). Research methods are theoretical, analytical, and instrumental. A set of experimental and theoretical data has been obtained for the development of design concepts and synthesis of HEP III–IV types. New generation ionic liquid solutions have been synthesized—HEP III types based on the choline chloride/betaine/proline system. The dependence of the influence of hydrogen bond donors and acceptors, composition, and synthesis conditions on the physicochemical characteristics of HEP (electrical conductivity, viscosity, pH, polarity, thermal stability) and their properties (sensory, antibacterial, antioxidant, bioresistant) has been established. Correlation dependencies between “system type – physicochemical characteristics – properties” were determined. Metallic and composite nanomaterials based on HEP were obtained, and a relationship between the synthesis method and their physicochemical properties was established. Recommendations have been developed for the selection and synthesis of HEP and functional materials using them. Two applications have been submitted for the issuance of intellectual property protection documents.
