Five key groups of risks systematically manifested under wartime conditions are summarized: destruction of transport infrastructure, threats to route security, shortage of transport and resources, disruption of humanitarian and medical supply chains, and the absence of digital coordination mechanisms. Particular attention is paid to the analysis of information security risks of transport and logistics centers, with their structure and information flows defined, and risk assessment methods classified into qualitative, quantitative, and hybrid approaches. A systemic hierarchical model of factors influencing the level of information security risk has been developed, along with a prioritization method based on an improved Fuzzy AHP. A comprehensive risk assessment model (“Teacher–Student”) is proposed, combining Mamdani fuzzy inference and an adaptive neuro-fuzzy inference system (ANFIS). The results have been integrated into methodological recommendations and submitted as part of a copyright registration application for a software product. The current state of interregional resource distribution has been studied, revealing asymmetries in humanitarian provision and a dependence between infrastructure investment development and territorial resilience. Factors influencing the investment attractiveness of the logistics sector under wartime conditions have been systematized, with directions for innovative recovery of border regions and sources of investment support outlined. Using the example of the Chernihiv region, specific risks and population needs are demonstrated, confirming the relevance of digital management systems as a strategic tool for risk minimization.
