The first stage of R&D is devoted to the search, synthesis and study of the luminescent properties of a storage phosphor storage that would be more suitable for such applications than those known before. The basic composition was found and the synthesized powders and sintered ceramics of a new dosimetric material based on YAP:Bi were studied, which, when excited by blue light, lacks photoluminescence and afterglow, but has intense optically stimulated luminescence in the ultraviolet region of the spectrum with relatively fast decay, which allows estimating the absorbed dose within time interval from 10 s. The dose dependence determined in the dose range of 0.1...200 Gy for the  source of radiostrontium is linear, which fully meets the needs of emergency dosimetry. The results obtained create the basis for the development of an improved portable prototype of an emergency dosimetry system reader.
