The object of the research is social relations that arise in the process of recognition, provision, implementation and restoration of human rights and freedoms in the conditions of functioning of a democratic legal state. The purpose of the study is the theoretical and methodological foundations, regulatory and legal mechanisms and institutional forms of human rights protection, in particular international standards enshrined in the Universal Declaration of Human Rights and the Convention for the Protection of Human Rights and Fundamental Freedoms, their implementation in the national legislation of Ukraine, as well as the practice of judicial and extrajudicial protection, including the activities of the European Court of Human Rights. Research methods - comparative and systemic methods of analysis, the method of normative analysis, the method of critical analysis, case study methods, the method of analysis of the practice of international courts, methods of phenomenological and structural analysis. As a result of the study, a comprehensive database of modern mechanisms for the protection of human rights was formed, which covers national and international standards, institutional practices. The study specifies data on the effectiveness of democratic institutions, the level of legal culture and the relationship between the culture of human rights and the legitimacy of government. Cases of the implementation of rights in armed conflicts are included, in particular measures to protect vulnerable categories of the population - women and displaced children.
